​ORIGINATION: Crusoe, Tallgrass receive Laramie County, WY approvals for USD 50bn, 2.7 GW data center and power plant project

Crusoe Energy Systems and Tallgrass Energy Jan. 6 secured site plan approvals from the Laramie County Board of Commissioners of Wyoming for a proposed USD 50bn, 2.7 GW combined AI data center and power plant campus.

The approvals cover both a more than USD 40bn multi-building AI data center campus – Project Jade – led by Crusoe and a nearby power plant – BFC Power and Cheyenne Power Hub Project – developed with over USD 7bn of investment from Tallgrass. The project will occupy in total more than 1,200 acres in southeast Wyoming.

The two sub-projects are set to be located in the newly formed Switchgrass Industrial Park, a county-approved 1,375-acre Planned Unit Development allowing coordinated large-scale industrial development.

At full buildout, both projects are anticipated to create 400 full-time jobs.

Project Jade

Plans for the proposed Project Jade include the construction of five AI data center buildings, two support buildings and associated infrastructure – and emergency backup generators – to be located on 600 acres west of US 85 and south of Chalk Bluff Road, according to county filings.

The BFC Power and Cheyenne Power Hub Project will provide the campus’s 2.7 GW demand, and the Board of Public Utilities will provide approximately 2 million gallons of water the facilities will reuse via a closed-loop cooling system.

Construction is to occur over six phases, with each phase including a data center, and a battery energy storage system (BESS).

According to the filings:

  • Phase 1 will include the master infrastructure to serve the site such as detention ponds, the looped road system and utility trunklines
  • Phase 2 will include the first data center with associated infrastructure such as, duct banks, utility tie-ins to master services and other essential systems
  • Phases 3, 4 and 5 will include the construction of Building 2 and its supporting infrastructure
  • Phase 6 will include the construction of Building 5 and all remaining site infrastructure

The construction is anticipated to be continuous and begin in late Q1 2026, aiming for building operation by Q4 2027.

BFC Power and Cheyenne Power Hub project

Plans for the BFC Power and Cheyenne Power Hub Project, which will be largely fueled by Wyoming natural gas, include two power generation facilities and associated infrastructure to be constructed on 659 acres west of US 85 and west of South Cheyenne Solar to provide electricity for Project Jade, according to county filings.

The power plant will feature multiple generation technologies, including a fuel cell yard, two combined-cycle natural gas turbines, and both temporary and permanent aeroderivative/light-duty simple cycle natural gas turbines. The site will also include a substation yard and two zones labeled for future development. Future development beyond the currently approved site plan will be subject to more approvals.

Water for the power plant’s cooling systems will be sourced from on-site wells, separate from the data center’s closed-loop system.

A detailed timeline wasn’t identified for the construction of the power plant, though project documents describe three phases: site preparation, construction of the facility, clean-up and final reclamation of the non-operating areas of the facility.

At full operation, the power generation facilities are designed to provide up to 2.7 GW of power to support the AI data center campus.

According to a Crusoe July news release, the campus is to have the future scalability for up to 10 GW.

Before construction can begin, developers must address outstanding agency comments, record required easements and secure final regulatory approvals as part of the conditions of the site plan approvals.

Neither Crusoe nor Tallgrass responded to requests for comment.
