Qualitas EnergyStatkraft and Lower Saxony-based developer WindStrom are understood to have agreed a joint venture to engage in repowering projects in Germany.

The trio’s initial focus is believed to centre on the Beppener Bruch complex in Lower Saxony, which has multiple legacy turbines in situ across the project site.

The JV, which is still subject to regulatory approvals before being fully confirmed, will seek to increase capacity of onshore wind installations in an area where some of the companies are already active.

Statkraft, for one, has previously sought approvals for additional capacity in the area, part of an announced aim in 2024 to double its installed onshore wind farm portfolio across Germany. Beppener Bruch was named among a suite of projects submitted for consents.

The group also holds a pre-existing partnership with WindStrom, according to company publications, with the latter company also involved in developing several dozen megawatts of capacity at Beppener Bruch more than a decade ago, according to contemporaneous local news reports.

For Qualitas, repowering has come to represent a sizeable component of its German onshore wind activities, with the group most recently securing permits for an upsized 39 MW Lower Saxony scheme earlier in May 2026.

Qualitas declined to comment while Statkraft and WindStrom were also contacted.
