DENMARK: Kredslob prepares new tender for carbon capture framework agreement following failure of previous efforts

Danish district heating supplier Kredsløb, is preparing a fresh tender for a framework agreement concerning CO2 transport and storage from its facilities in Aarhus, Denmark after the collapse of two previous efforts to conclude the deal.

Kredsløb plans to establish a carbon capture plant to process flue gas from its entire 54 MW Lisbjerg waste-to-energy facility, which comprises four separate plants.

Three of these plants handle collected waste, primarily from Aarhus, while the fourth processes biomass, mainly straw. The proposed carbon capture plant is expected to capture approximately 335,000 tonnes of CO2 annually.

The procurement envisaged a 20-year contract with a five-year potential extension, with both offshore and onshore storage options considered.

The initial tender procedure, announced in February 2024, was cancelled in April the same year after all applications were deemed non-compliant.

Kredsløb subsequently opted for a negotiated procedure without prior call for competition, but this similarly did not result in success.

The group is currently working on a revised tender process to ensure compliance and attract suitable bidders for the CO2 transport and storage framework agreement.

In February 2025, it emerged that Copenhagen utility HOFOR has also cancelled its own carbon capture concession tender following a lack of bids.
