RFP FOLLOW-UP: Xcel Energy's Colorado subsidiary enters into two contracts from the NTP RFP

Xcel Energy subsidiary, Public Service Company of Colorado (PSCo), has entered into two contracts from its recent Near-Term Procurement (NTP) RFP.

On June 15, PSCo submitted its fourth Independent Power Producers (IPP) status update for the NTP RFP, which was issued as part of a standalone process to take advantage of expiring federal tax credits as PSCo pushes to replace retiring coal plants and meet growing energy demand.

The Colorado Public Utilities Commission (CPUC) had ordered the utility to provide monthly updates on the status of negotiations with IPPs for all power purchase agreements (PPA) and build-transfer agreement (BTA) projects.

To date, two contracts have been executed, though project specifics are being kept confidential.

PSCo is currently in negotiations for all but two projects in the NTP Approved Portfolio, which was approved by the CPUC in February for a total of 4100 MW of new generation. CPUC’s approval moved 3200 MW in projects immediately forward with a potential of an additional 600 MW to 900 MW, while three of the projects approved would be located in “just transition” communities where planned coal plants are scheduled for retirement.

PSCo noted that parties have also stopped negotiations for one project, though the reason for this is redacted.

  • PPA for 60 MW wind
  • PPA for 400 / 400 MW solar and storage

  • PPA for 500 MW solar
  • PPA for 400 MW storage
  • Own/BOT for 608 MW wind
  • PCDA for 190 MW thermal
