UNITED KINGDOM: Crown Commercial Service picks six suppliers for up to GBP 25bn PPA framework
The Crown Commercial Service (CCS), acting on behalf of the Minister for the Cabinet Office, has finalised a substantial offtake framework procurement contract valued at up to GBP 25bn with the selection of six preferred suppliers.
The contract, aimed at securing renewable electricity through PPAs, will serve central government and various UK public sector bodies.
The procurement process was conducted as an open procedure and concluded on April 15, 2025.
The CCS has appointed six suppliers to provide renewable electricity under a four-year framework during which the selected bidders will be able to participate in so-called “call-off contracts” to supply various public sector bodies.
EnBW, Ethical Power, RWE Supply & Trading, SSE Energy Supply, Statkraft and Voltalia were selected as the chosen suppliers from a total of eight firm bids into the procurement process.
The award criteria were heavily weighted towards quality, accounting for 80% of the evaluation, with price making up the remaining 20%.
The CCS has established this framework to ensure a reliable supply of renewable electricity, supporting the UK’s commitment to sustainable energy and reducing carbon emissions. The total value of the contract, at GBP 25bn, is excluding VAT.
The body launched the procurement in autumn 2024 and later extended the deadline into the new year to provide bidders with more time to ready their applications.
