​UNITED KINGDOM: NHS Scotland launches GBP 140m dynamic purchasing system for renewable energy procurement

NHS National Services Scotland has initiated a dynamic purchasing system to support the procurement of corporate PPAs aimed at decarbonising the NHS Scotland estate.

The total estimated value of the procurement is GBP 140m, excluding VAT.

The process will enable NHS Scotland to run mini competitions among qualified PPA providers for contracts ranging from three-years to over 10-years in duration.

These agreements will facilitate the direct purchase of renewable electricity across all NHS Scotland sites, contributing to the organisation’s sustainability goals.

The initiative is divided into four lots based on contract length: lot 1 covers three-to-five-year PPAs, lot 2 covers five-to-seven-years, lot 3 covers seven–to-10-years, and lot 4 covers contracts exceeding 10 years. Each lot is expected to attract up to 20 potential suppliers.

Contracts will be awarded by NHS National Services Scotland or individual NHS Health Boards under the framework of the National Health Service (Scotland) Act 1978.

The process is scheduled to commence on September 9, 2025 and run until September 6, 2030, with potential extensions at the discretion of the authority.

Suppliers must meet minimum insurance requirements of GBP 5m for employer’s liability, public liability and professional indemnity to qualify.

NHS Scotland has in recent months been providing successive notifications to the market about its PPA intentions across a host of regional health board areas, as reported by NPM on several occasions.
