UNITED KINGDOM: Scottish health body seeks PPAs to meet net-zero goals
The Common Services Agency, operating as NHS National Services Scotland, has issued a prior information notice (PIN) to procure renewable energy on behalf of regional health body NHS Tayside
The PIN outlines plans to adopt fully funded supply options that require no capital expenditure from the health board, which manages public healthcare services in the Angus, Dundee, and Perth and Kinross areas of Scotland.
The initiative aims to reduce energy costs, generate additional income, and achieve net-zero carbon emissions through the signing of new PPAs.
The proposed solutions include installing technologies such as battery storage, solar projects, and car park PV and EV charging hubs.
Suppliers are invited to propose private-wire or off-site arrangements, including corporate or virtual PPAs, to support NHS Tayside’s ambitions.
To qualify, potential suppliers must demonstrate at least five years of trading experience and a renewable energy asset portfolio ranging between 60 MW and 240 MW. They are also required to provide evidence of delivering fully funded projects, managing public sector complexities, and understanding PPA frameworks.
The deadline for expressions of interest is February 21, 2025.
The procurement process is then set to progress with a contract notice expected by September 1, 2025. Meanwhile, interested parties will have the opportunity to participate in a supplier information day on March 10, 2025 in Dundee. A trio of other Scottish health boards in September 2024 also got a process underway to engage in a similar PPA strategy to Tayside, as reported by NPM at the time.
