FRANCE: Lyon accepting applications to participate in PPA tender

The City of Lyon in France has launched a tender to sign a PPA with a renewables generator to supply at least a portion of its operations over the next few years.

The public authority for France’s third-largest city is seeking to contract directly with a clean energy project or portfolio, potentially for a five-year term, and has opened up to applications from developers in advance of a formal tender in the autumn.

Lyon will accept requests to enter the process until July 29 and plans to then send out invitations to participate in detailed negotiations on September 15.

The council is understood to be aiming to receive first power under the PPA from January 1, 2026, with the contract running until at least December 31, 2028 and potentially to a long-stop date of December 31, 2030.

Lyon, which has yet to indicate a total annual volume of electricity it intends to procure, will use several criteria aside from price on which to rate the bids it receives during the tender.

The city authority is the latest public body in France to launch a PPA tender, following closely behind the administration in Nantes which kicked off its own process in May 2024.
