Illinois Community Solar project selections disclosed for 2023-24 program year

The Illinois Solar for All (ILSFA) Program Administrator has made their selections for the Community Solar sub-program for the 2023-2024 program year.

Three Central Road Energy projects were selected in the Northwest and East Central regions of the state. Two of the projects were Energy Sovereignty projects and all were Women or Minority Owned Businesses.

According to Central Road Energy’s website, they are the largest aggregator of ILSFA , where they manage 2.6 MW of Renewable Energy Credit contracts worth over USD 6.2m.

Trajectory Energy Partners had a project selected in the Northwest region that fell into the category of Non-profit Public Facility and Low-income Census Tract.

Livewire Construction also had one project selected in Cook County for being in an Environmental Justice Community (EJC), Low-Income Census Tract, and Women or Minority Owned Business.

Projects are still subject to review and approval by the Illinois Commerce Commission (ICC).

Projects approved by ILSFA and the ICC provide 15-year Renewable Energy Credit (REC) delivery contracts with an electric utility or the State of Illinois as counterparty.

Since the total incentive values of the submissions to the Community Solar sub-program did not exceed the sub-programs available budget for the program year, specifically the EJC carveout, the Community Solar sub-program will reopen its submission window for application submissions on February 1, 2024. Approved vendors are encouraged to submit batches of projects located within EJC’s on a first-come, first-served basis until May 31, 2024, or until the remaining Community Solar EJC carveout is exhausted, according to the latest announcement.

Funds are still available in the ILSFA Large and Small Residential Solar and the ILSFA Non-profit and Public Facilities sub-programs.

Elevate, a Chicago-based nonprofit, serves as the Program Administrator for the program on behalf of the Illinois Power Agency (IPA), an independent state government agency.

Approved ILSFA vendors include 548 Development, Citrine Power, Constellation, Downstate Solar, EDPR NA Distributed Generation, EnPower, Forefront Power, Gain Renewables, Groundswell, Hawk-Attollo and Mission Energy.
