Overview

Request for Proposals (RFP) - Electric Energy Storage:

CenterPoint, a Houston, Texas-based transmission and distribution utility company, seeks to enter contracts for electric energy storage to support reliability needs of its distribution system and has identified several potential locations for battery storage applications.

Background

CenterPoint provides electricity service to some 2.5 million customers in the greater Houston area.

Effective on September 1, 2021, Texas Senate Bill 415 amends the Texas Utilities Code section 35.151 to allow for transmission and distribution utilities to contract for electric energy storage. The contracted energy storage will need to follow the regulations set forth by the bill and adopted by the Public Utility Commission of Texas.

Scope of Work

The table below lists MW and MWh ratings for the battery storage facilities that CenterPoint is exploring to contract. All energy storage applications will require a maximum discharge duration of 3 hours at its contracted power output. Additionally, all projects will have a minimum lease term of 5 years and a preferred in-service date of June 2023. Proposals with lease terms of longer than 5 years will be considered.
