Overview

2021 Request for Offers (RFO) for Renewable Energy + Storage:

Peninsula Clean Energy (PCE), a Redwood City, California-based community choice aggregator (CCA), is seeking contracts for the provision of renewable energy, renewable energy plus storage, or stand-alone storage capacity.

PCE will consider offers from all eligible resources, but in consideration of its current open position as well as current economic trends, the company does not anticipate stand-alone solar projects to be cost competitive and has limited appetite for additional solar paired with storage.

The company is particularly interested in projects that can provide diversity to its portfolio, including renewable energy delivered during non-solar generating hours. Peninsula Clean Energy has a goal to provide its customers with renewable energy on a 24/7 basis.

Background

California Public Utilities Commission requirement for energy storage and firm, zero-emissions power generation

PCE is soliciting resources both to fulfill its energy goals as well as to achieve compliance with the California Public Utilities Commission (CPUC) decision requiring procurement to address mid-term reliability. Issued on June 24, 2021, the “Decision” orders load serving entities (LSEs), including PCE, to procure 11,500 MW of new capacity statewide between 2023 and 2026. A portion of the new capacity procured must be in the form of Long-Lead Time (LLT) resources, defined in the Decision as long-duration energy storage or firm, zero-emitting generation.

Peninsula Clean Energy

Peninsula Clean Energy is the official electricity provider for San Mateo County and, beginning in 2022, for the City of Los Banos. Founded in 2016 with a mission to reduce greenhouse gas emissions in San Mateo County, the agency serves 295,000 customers by providing more than 3,500 gigawatt hours annually of electricity that is carbon-free and at lower cost than regional utility company PG&E. Peninsula Clean Energy is on track to deliver electricity that is 100% renewable by 2025.*
